Palmer was born in Leiscester, England on April 8, 1875. He relocated with his family to Missouri in 1878. Largely self-educated, Palmer began collecting plant specimens for the Missouri Botanical Garden in 1913. He was offered a position as a plant collector for the Arnold Arboretum by Charles S. Sargent in 1915, where he rose to the position of Curator for the Herbarium in 1921, retiring in 1947. He returned to Missouri the following year, where he died on February 25, 1962. From t...
